How the Quality of Urban Environment and Level of Higher Education Impact on University Enrollees’ Choice
The paper presents a list of the Russian cities with the high number of higher education institutions, the analysis of quality of life in the cities chosen, and composite city rating according to the young people’s attractiveness when they chose where to continue their education. The analysis show that Moscow, according to its high rank, is still the most attractive city to the young people despite high cost of living there, expensive housing, and social misbalances. Only several urban agglomerations between Moscow and Novosibirsk may stand against Moscow in fight for the talents

Assessing the links between economic growth and political institutions in regions
The paper analyzes a process of building an institution of governors for subjects of the Russian Federation, and how the political changes taken place in the 2000-s influenced the GRP growth rates, in particular, when assignment of governors substituted for their election. We also analyze economic consequences of the shifting of regional authorities.
Regional appreciations: technique andempiricalmeasurements
The paper offers a technique to assess regional appreciations in a multi-regional socio-economic system. This technique is based on the specially prepared arrays of regional indicators. Empirical estimations are calculated for federal districts and 30 macro-regions of Russia. We present our recommendations on applying this technique to make predictive calculations of how the special structure of the Russian economy could develop.

Tools of a monetary policy and regional investments
The paper analyzes the influence of monetary policy transmission mechanisms on regional economic development and, in particular, on investments. We consider six-year data for fourteen regions of the Volga Federal District. We identify the factors of monetary policy which should be of a special attention in considering regional specifics.
Economic modernization of Siberia
The paper shows evolution of the Siberian development. Over a hundred years five large-scale projects were implemented here. The creation of the Siberian branches of the Russian Academy of Sciences, Russian Academy of Medical Sciences and Russian Academy of Agricultural Sciences could be regarded as the sixth mega-project. All these projects built a resource base of other projects and regional production complexes. These projects served a purpose of the national security and made Siberia a region which can attract labour forces; each mega-project gave a powerful incentive to national progress. Today these projects are of great importance as their lessons help us aware and realize an idea of building «an airbag» to minimize negative consequences of the world financial crisis. The paper also identifies the problems of a new long-term Arctic and Arctic Shelf Project; why several projects of the XX century failed fully or partly; it assesses the demographic and migration elements of the Siberian development; and describes the projects aimed at modernization of the regional agricultural complex and such spheres as science and education.

Competitive advantages and innovative character of regional economies
The paper develops basic elements of the modeling and methodical support for assessing the competitiveness of regional economies, and presents an econometric model for Kemerovo Oblast which allows identifying the most important factors and their impacts on regional competitiveness. We show that the more innovations are implemented by any RF unit, the higher competitiveness of such unit may be.

Industrial policy in Russia: present state and problems
The paper analyses how Russian industrial policy could be improved to ensure the innovation development of the country. We show that a service-resource orientation of the Russian economy originates from lack of the active policy aimed at the priority development of high-tech industries which must be accompanied with the arrangements to build the innovation infrastructure through applying foreign high-tech technologies. The conclusion is that macroeconomic factors significantly define a sectoral structure of the national economy, and due to this fact the industrial policy should be supplemented with flexible measures of building more favorable conditions for the development of a manufacturing sector in Russia.

Evolution of the sectoral structure of urban economy
The study offers a model of how sectoral structure of a city economy and any sector potentials depend on coefficients of agglomeration attractiveness. Time-depending behavior of such coefficients allows identifying a basic component concerning the institutional and infrastructural environment which city administrations may control. The study also offers the scenarios of a city's investment policy which allow having the matrixes of simple and cumulative effects for the sectoral city structure. To show how the sectors considered as locomotives of the city economic development could be identified and how sectoral interdependence could be described, we analyze the data for Novosibirsk.

Tools to forecast spatial development: practices and open questions
The author offers a set of tools of how the applied multi-sectoral forecasts for regional development, which provide better opportunities to analyze the forecasts of the regional structure of natural and financial indicators, could be substituted for continuous time models. As our calculations show, this allows the application of such tools to most tasks of regional strategic development planning.

Differences in consequences of the crisis across regions
The paper presents the results of the comparative analysis of the socio-economic situation in Russian federal districts, and calculations of a long-term forecast. The author gives his opinion about the ways of how to improve the forecasting quantitative variables concerning development of the national economy and different regions in order to make such variables more reliable.

Anti-recessionary model for economy administration
The paper considers the existing management models, i.e. what management tasks are set up, what instruments are used to perform analytical works, and how to assess whether results the of analytical works comply with development goals of the real economy. Key instrument of our study is a general equilibrium model which defines the output levels, employment, incomes, and prices. We suggest the Kantorovich-Koopmans's duality principle to be used to find the solution of optimal use of limited production resources.

Monitoring system as an instrument of operational decisions making
The Informational System for Monitoring of National Socio-Economic Indicators operating in the Kazakhstan Republic is the first stage in building the Situational Center under the Ministry of Economy and Budget Planning of Kazakhstan. This System serves as a tool to assess operational parameters of the national economy and to predict future ones; to identify the sectors which are in critical state; and to make proper operational decisions via feedback regime.

Fiscal revenues in the SFD regions in the crisis
The study analyses how deeply a drop of regional fiscal revenues taking place due to the economic crisis affect the regions of the Siberian Federal District (SFD). We analyze the sectoral structure of the tax revenues in consolidated regional budgets as well as their tax type structure. The structure of vertical distribution of the SFD tax revenues are compared with the Russian average one. We show a peculiar character of the SFD tax flows from different activities.

Anti-recessionary measures of municipalities
The paper describes basic features of the economic crisis and what impacts the crisis has upon municipalities. To overcome the crisis, the transition to the new domestic economy based on principles of thrift, rational consumption, new economic thinking, introduction of innovations and higher efficiency of labor is considered inevitable. Assessing socio-economic development in a constituent entity of the Russian Federation under new conditions
The paper analyses potential impacts of recessionary events on the dynamics of regional development. Our calculations have been made by applying an optimization forecasting model to the money flows observed in the Novosibirsk Oblast. We treated the recessionary impacts as follows: a reduction in regional financing by the federal government, devaluation of national currency, transformations of overdue repayment of debts on issued loans, and a reduction in capital projects financing. We show that it is the policy concerning the investment of construction projects - first of all, large ones - proved to be a key factor affecting the socio-economic development in a region.

Financial anti-crisis measures in Heilongjiang Province
The paper shows what specific features of the economic structure in Hei-longjiang Province allow reducing negative impacts of the world financial-economic crisis on different spheres of the province economy, and describes the economic and social measures which central and province governments undertake to come out of a recession.
