Innovative Approach to Regional and Municipal Governance

This paper deals with the problems of modernization and enhancement of regional socio-economic development governance in the context of elaboration of a new system of public administration and local government. An innovative approach to regional and municipal governance has been offered, the peculiar feature of which being taking into account of the objective conditions and controversies of socio-economic development of a region, the orientation of management at the improving of regional economy competitiveness and the use of new instruments of state regulation, planning and forecasting methods at a regional level. The ways of enhancing of regional and municipal governance on the basis of implementation of innovative management practices have been identified. Based on performance evaluation of regional governance and generalization of its experience, and on the basis of comparative analysis of pre-planning schemes and procedures, diagnostics and forecasting methods, a new system of planning and forecasting documents ensuring the unity and interconnection between regional and municipal levels of administration has been worked out

On Issues of Reforming Russian Railway Transport

The paper analyses trajectories of the OAO «Russian Railways» organization development within a two-dimension coordinate system; this allows us to understand the evolution of this corporation and future development perspectives. We consider what should be done to build such management for Russian public-access railways system which allows compromising the corporation's public and commercial objectives. We carry out a critical analysis of shifting a territorial-functional principle of the corporation management to a functional one as well as whether the corporation should be considered as a natural monopoly while there is only a part of it is of actual monopoly.

Spatial structure of information society as a subject of system analysis and an object of governmental regulation

The article covers the aspects of the Russian informatization in its spatial dimensions. The spatial disproportions of informatization are considered as a particular theme of scientific research and a subject of the governmental policy on interregional leveling. The author analyzes a methodical approach to the estimation of regional differences in informatization, and the best practices of estimation and comparative analysis available in relation to this sphere.

Transformed public business administration in mono-business municipal units

The paper analyzes how macro-economic factors influence the socio-economic situation in the Russian mono-business municipal units. We offer the ways how economies of such mono-cities could be governmentally regulated in order their problems to be efficiently solved.
