Considering Real Options to Develop an Industry While Implementing Industrial Policy

The paper considers approaches to evaluate how effective is selective government support for investment projects within state industrial policy. It is hypothesized that using modern concepts of industrial policy, suggested by foreign scientists and oriented towards stimulating the search for new business solutions that diversify the structure of national economy, requires a shift from a traditional model of discounting costs and benefits to a model of evaluating real options while selecting projects and providing government support. We give a characteristic of similarities and differences between a classic real option to expand business, used to prove commercial performance of a project, and a real option to develop an industry, which justifies economic viability of selective government support of certain projects from national economic points of view

Industrial policy in Russia: present state and problems

The paper analyses how Russian industrial policy could be improved to ensure the innovation development of the country. We show that a service-resource orientation of the Russian economy originates from lack of the active policy aimed at the priority development of high-tech industries which must be accompanied with the arrangements to build the innovation infrastructure through applying foreign high-tech technologies. The conclusion is that macroeconomic factors significantly define a sectoral structure of the national economy, and due to this fact the industrial policy should be supplemented with flexible measures of building more favorable conditions for the development of a manufacturing sector in Russia.

Selecting a scenario of industrial development in Sakhalin Oblast

The author proposes an indicator - a coefficient of regional innovation readiness - for using in analysis, and shows how it can be quantified. The paper shows an intimate connection between such coefficient and a labor productivity growth. Having quantified the parameters of industrial development in the Sakhalin Oblast, the author shows that, for the period up to 2025, this region will mainly develop according to an investment scenario. Some economic inertia will also be in effect.
