Innovation Market in Siberia: Limits and Capacities

The paper analyzes the contradictory features of the Siberian development which do not fully reflect what Siberia contributes to the growth of the country’s economy. We consider several investment preconditions which would allow new industrialization in Siberia and the Far East, and what our science and innovations could contribute to the SFD regional development. We describe how regional branches of the RAS could be involved in scientific supervising a number of technological platforms and clusters to enhance the development of the new and traditional sectors in the eastern regions of the country and how the existed and potential forms of regional branches of the RAS could cooperate with other participants of innovation activities for this purpose

Myths of Regional Politics: Siberian “Separatism”

The paper states the fact that the Federal Center is attempting to frame bonds with regions into vertical power structure. The bureaucratic politics model and the monopolized Russian business lead to actual decline of competence and financial base of regional self-development, which casts doubt on the fundamental principles of federalism. First and foremost, this situation infringes upon interests of Siberia and Far East, but in the end it contradicts with nationwide Russian ones. The Center may be concerned with a fictitious threat of “Siberian separatism” which has a long history. Still, nowadays, for Russia to retain eastern territories it does not need an administrative resource but an actual economic integration and reindustrialization of Siberia. Social Trends in Siberian Regions

This article focuses on the regional social inequalities observed in Russia. The objects of our analysis are the regions of the Siberian Federal District and Russian Federation in whole. We use the human development indicators as criteria of regional social differences. We can conclude that, despite positive trends observed, Siberia could not get out of the accustomed grooves of being a deprived region, and this fact does influence the current public opinion and migratory orientations of the Siberians.

Human Potential in Cities of the Siberian Federal District: Assessing Ethnic Risks in the Context of Progressing Migration

The paper analyzes the dynamics of the ethnic and demographic situation observed in the Siberian Federal District in connection with migration processes. We consider ethnic aspects of the human development in the SFD cities. We can conclude that a reduction of the population with a western trend of internal and external migrations has been observed in the SFD for a long time, and such demographic losses due to migration could not be compensated. An unequal migration exchange, including the labor migration, has taken place. We can also state that the more intensive character of mosaic structure of the SFD population as well as of variety of ethnic standards can be observed as well as higher competitiveness in labor markets and sociocultural spheres, including those by ethnic features and acceptance of intolerant behavior patterns. Currently, the indicators of the SFD population display the critical problems for its future development. The migration and migration-induced transformations taken place in the ethnic, social and demographic structure of the SFD regional communities, including urban ones, generate zones of risks

Building organizational and economic mechanisms of the accelerated socio-economic development in Siberia

The paper considers the issues of building organizational and economic mechanisms required to strengthen a position of Siberia in the Russian economic space. Our proposals concern such issues as how to modernize the regional policy and regional strategic planning, to ensure the implementation of the Siberian Socio-Economic Development Strategy and innovations in regions, and to build economic mechanisms required for developing production in this macroregion. A special focus is the radical modernization of a Siberian resource complex.

Accelerated socio-economic development in the Russian regions: factors and mechanisms

The paper presents the authors' techniques and analysis of how GRP dynamics depends on key factors of economic growth in different RF regions. We identified the conditions, challenges, and limitations (such as macro-structural and resource limitations, socio-economic challenges, and effectiveness) which impact the development in the regions of the Russian Far East. For the regions of Siberia and Ural, we made a cluster analysis based on the levels of development of primary and secondary sectors of the economy. We also can state that there is a negative correlation between the regional resource development and regional capital productivity growth.

The state and problems in providing investment support for implementation of the Siberian socio-economic development strategy

The paper analyzes the economic development of Siberia (12 RF subjects which make up the Siberian Federal District) on key indicators included in the Siberian Socio-Economic Development Strategy up to 2020. The authors offer their improvements to be included into federal and regional policies aimed at attracting investments for realization of basic priorities of the Strategy, and proposals on higher investments to be made into Siberia by the Russian central and regional governments, and business-communities.

On the issue of water resources export from Siberia

Due to the fact of renewed interest to the project on transbasin water transfer from Ob-Irtysh Basin to the Central Asia countries widely discussed in the 1970s up to the first half of the 1980s, we analyze whether this project was reasoёnable, and show the principle methodological errors made in it. We describe the legal foundations of projects on transbasin water transfer as well as a procedure of ecologic-economic assessment which are necessarily be complied with and made. We question the economic and ecological wisdom of this project at present.

Economic modernization of Siberia

The paper shows evolution of the Siberian development. Over a hundred years five large-scale projects were implemented here. The creation of the Siberian branches of the Russian Academy of Sciences, Russian Academy of Medical Sciences and Russian Academy of Agricultural Sciences could be regarded as the sixth mega-project. All these projects built a resource base of other projects and regional production complexes. These projects served a purpose of the national security and made Siberia a region which can attract labour forces; each mega-project gave a powerful incentive to national progress. Today these projects are of great importance as their lessons help us aware and realize an idea of building «an airbag» to minimize negative consequences of the world financial crisis. The paper also identifies the problems of a new long-term Arctic and Arctic Shelf Project; why several projects of the XX century failed fully or partly; it assesses the demographic and migration elements of the Siberian development; and describes the projects aimed at modernization of the regional agricultural complex and such spheres as science and education.

Regulating regional foreign-economic activity: capacities and limitations

The paper identifies the basic customs charges and what role they could play as the tools for regulating of foreign trade by charge rates. The analysis of the foreign trade in the Siberian Federal District (SFD) over 2001-2007 as well as the review of the customs charges made in the SFD Directorate is presented. The paper considers the factors which impede the progress of the foreign trade in Siberia. The improvement priorities are proposed.

Assessing priorities of Siberian investment projects under incomplete Information

We offer the technique for assessing the economic effectiveness of regional investment projects. Novelty of the technique consists in fact that one can have such assessments only on the base of two indicators such as the investments required and sectoral belonging of projects. We also offer the economic effectiveness criteria which allow ordering the projects according to regional administrations' preferences within some packet of investment proposals. An example of calculations made on some real data is presented.

Health risks and how to measure them

The public health is considered as an important qualitative characteristic of the population and its resource as well as an integral indicator of communities' welfare. The paper analyses the key factors of morbidity, mortality and risks affected the population of different demographic groups in the Siberian Federal District. To measure such risks, we developed the indicators, and estimated their values, which we consider normal and advisable to be reached if we want to neutralize or mitigate any negative impacts on public health.

Strategic aims of the long-term development in Siberia

The paper describes the recent studies made by the IEIE SB RAS concerning the development of strategic socio-economic plans for Siberia. The paper focuses on the latest version of the strategy having been developed since the end of 2008, and the reasons why it needs to be renewed. The authors formulate the development objectives and tasks for the next 20-25 years, the strategic priorities, and factors which may favour and impede the achievement of these objectives. The paper also analyses the primary stages of the current financial and economic crisis, suggests the hypotheses of how the crisis would continue and what impact it would have on the development in Siberia.

Economic development strategy for macroregion: approaches, structure and models

The paper considers an economic development strategy for Russia and its macroregions as a political document defining key principles of public policy and commitments of supreme federal and regional authorities in relation to an object of the strategy. The strategic objectives for Russia are to maintain its territorial integrity and win world's leading positions; as for the eastern resource regions - to diversify their economies, achieve population growth and eliminate backwardness of those regions which key indicators are lower than the national average ones. While developing the strategy, we applied a project approach together with mathematical methods. Among other things, we presented, in the context of the mathematical models, the operational definitions of the investment projects effects (direct and indirect; internal and external).

Capacities and prospects of the innovation development in Siberia

The paper shows a present state of the Siberian scientific, technological and innovation potential which includes a number of scientific achievements of world's significance, a developed system of higher education and scientific personnel training, and an advanced industrial complex including the knowledge-intensive sectors. We identify the key challenges of future development and key problems required to be resolved to build a holistic innovation system in Siberia which could adequately solve such challenges; and propose a scenario of how the existed potential could be targeted on innovation development that allow better competitive advantages of SFD and more favorable conditions of life.
