Unity in diversity of German federal structure: some theoretical aspects

The paper analyzes constitutional and theoretical aspects needed to save and increase diversity and establish unity of a federal state. It examines the constitutional status of the federal states (Bundeslander), their competence and how their powers shall be compared with the ones of the Federation. It is demonstrated how a federal state can exist when, on the one hand, it takes into account regional peculiarities of each “component” of the federation and, on the other hand, forms a rather homogeneous matter which reflects equivalent (or at least comparable) living conditions. The article also shows possible consequences that constitutional entrenchment of the principle of federal structure could have for the regional development practices and how the unity (uniformity) guaranteed by the Constitution can and should be implemented in the framework of a federal state

Requirements for the Sustainable Development of Industrial Areas

The article deals with a new phenomenon of a sustainable industrial area. Within the paradigm of sustainable development, some companies have already used the corporate social responsibility concept. As far as the whole industrial areas are concerned, there existed no similar concepts. The article outlines theoretical foundations for the concept of a sustainable industrial area. In particular, we are referring to the three dimensions of sustainable deve­lopment. This approach offers great opportunities for mutually-beneficial co­operation between enterprises, especially for small and medium-sized ones. As part of this concept, together they can make a significant contribution to sustainable development, which they could not make individually. A case study of Germany shows approaches to designing a sustainable industrial area. We also present a new concept of the stability triangle that allows approaching this issue in a consistent manner.

Assessing efficiency of the land and local (municipal) authorities in Germany

The paper analyses the European technique for assessing efficiency of public administration - the Common Assessment Framework (CAF) - the most widespread in Germany at present, and can conclude that this technique could not be regarded neither an universal remedy against any problem experienced by public authorities nor a remedy which can bring immediate and cardinal improvements in governance. The application of CAF should become a regular instrument for analyzing and promoting the efficiency of government institutions.

Efficiency of the governmental anti-recessionary measures in Germany

The paper analyses the German financial crisis and priorities of the crisis responses undertaken by German government; assesses how effective the anti-recessionary measures undertaken by both central and lands' governments are, and shows the economy management improvements made in Germany in the post-crisis time.
