The Siberian Federal District within the Current Russian Economy

The paper compares indicators of the SFD economic development with those concerning Russia in whole. It shows major qualitative differences of the dynamics in this region over the initial and next periods of the economic reforms; key factors of the negative development trends in the region; and their specifics in the 1990-s and beginning of the current century. Our main conclusion is that not so many the positive changes in the role the District played in recent years can be observed and the District shows a relatively stable position within Russian economy. Moreover, the time of radical changes of the spatial production and consumption indicators is over for the most part, and there are no signs of the stable and especially radical spatial proportions which would allow the suggestion that the SFD started reinstating its positions it had lost in the past

How Public Finances Regulation Influences the Regional Economies and Budgets

The paper presents a case study on budget analysis for regions included in the Siberian Federal District, and how public finances regulation influences their regional economies and budgets. We can state that intergovernmental regulation negatively impacts on the situation in several regions, and effectiveness of the current policies in relation to regional public finances is open to serious question. To solve many such problems, we would like to propose some other approaches to building intergovernmental fiscal regulation. For example, according to our calculations made on actual data, a value-added tax replaced by a sales tax would be more effective since such approach, instead of the ongoing practice to correct mechanisms of intergovernmental fiscal regulation, would allow higher regional revenues and more incentives to have revenues high.

Budget System in a Federal State: Sub-Federal Aspect

The paper analyzes whether a budgetary system could be decentralized in the process of current building and operating of local governments. It presents key factors which define a centralization/decentralization ratio. A special focus is on the principles of distinction between budget expenditures and revenues, and variants of correcting vertical and horizontal misbalances in the national budgeting system. We show the role which a local government plays as a key link in a federal form of governance. We offer the structure of the regional and local budget revenues and our recommendations how a local taxation should be built

Key factors of the development of intergovernmental relations

Intergovernmental relations could be regarded as an integral component of the social and economic life of any country and its budget system. In the author's opinion, how such relations may develop depends on the key factors: at what stage of democratization the country is; how effective the federal relations and targeting are; and whether governments are sufficiently provided with resources

Modern Russian federalism: political and fiscal problems

Having analyzed the governmental program documents on the Russian federate and intergovernmental relations, we can state that a current system of federate institutions proved to be ineffective. However, the awareness of a necessity to decentralize powers and financial resources does exist in the country but still no serious reforms concerning federate relations and regional policy have been seen on the current agenda. Moreover, quite a few of the governmental decisions - often contradictory ones - stand in for such reforms. As for intergovernmental relations, two processes of redistribution of powers - delegation of responsibilities and delegation financial resources to the regional and local levels -can be observed at present, the first one is often faster than the second at that.

Key way to have more consolidated local budgets

The study presents the author's recommendations on how to improve a local fiscal and tax system with regard to such issue as the revenue and tax distribution and a total increase of local budgets. We offer a management structure which allows the effective distribution of powers and budget resources among different levels of local governments. We prove that some tax revenue should go in favor of local governments.

Equalization of fiscal capacities of municipalities: current problems

The paper analyses the issues of how regional and local budgets can interplay to generate a financial base for local authorities. The author evaluates the structures of local budgets and the indices calculated for local budgets dissimilarity before and after transfers from regional budgets; offers a technique of how to identify which area mostly influence on the dissimilarity indices calculated after transfers from superior budgets; analyzes how grant transfers and local revenues correlate; and estimates a marginal effect of increased taxes received by local budgets

Some fragments of the latest trends in regional development

The paper analyses how the regional differentiation of real sectors of the economy and intergovernmental relations changed over the last few years. We consider the links between economic growth and regional differentiation as well as the trends of how regional fiscal equilibrium changes including those changes caused by regional merging processes.
