Northern regions of Russia: economic dynamics and development problems
The paper describes what regional economic tendencies are observed in the Russian North, and how national crisis processes affect the regional economies. We tried to take into consideration a current necessity of enhancing the innovation factors for the development of both national and regional economies.

Modern Russian federalism: political and fiscal problems
Having analyzed the governmental program documents on the Russian federate and intergovernmental relations, we can state that a current system of federate institutions proved to be ineffective. However, the awareness of a necessity to decentralize powers and financial resources does exist in the country but still no serious reforms concerning federate relations and regional policy have been seen on the current agenda. Moreover, quite a few of the governmental decisions - often contradictory ones - stand in for such reforms. As for intergovernmental relations, two processes of redistribution of powers - delegation of responsibilities and delegation financial resources to the regional and local levels -can be observed at present, the first one is often faster than the second at that.

Evolution of the sectoral structure of urban economy
The study offers a model of how sectoral structure of a city economy and any sector potentials depend on coefficients of agglomeration attractiveness. Time-depending behavior of such coefficients allows identifying a basic component concerning the institutional and infrastructural environment which city administrations may control. The study also offers the scenarios of a city's investment policy which allow having the matrixes of simple and cumulative effects for the sectoral city structure. To show how the sectors considered as locomotives of the city economic development could be identified and how sectoral interdependence could be described, we analyze the data for Novosibirsk.

Assessing how urbanization influence an economic growth in Russia
The paper shows how urbanization, the world trends and Russian specifics determine the sources and limitations to economic development in Russia. We present our analysis of the data concerning RF federal units to show how economic growth and urbanization depend on each other. We can conclude that still there are few urbanization sources left in the Russian economy, though the effects of a large city proved to be small.

Institutional mechanisms of innovation development in the Russian regions
The study analyses the empirical data to show a structure of the Russian research and innovation space. We prove a multi-dimensional character of the innovation development, and we test a hypothesis on interdependence of the institutional arrangements and structure of the research and innovation space.

Collective attitudes and a system of determinants for human self-protecting behavior of the Russian population
The paper shows how collective attitudes influence upon the Russian people's consciousness and self-protective behavior. We review the most valuable researches concerning social attitudes, and we show how social attitudes determine behavior models. The description of the features of the Russian mentality such as collectivism and sobornost are presented. We also consider the results obtained by other studies which demonstrate a destructive impact of collectivism on the Russian' self-protective behavior models at present.

Risks of the Siberian demographic potential
The risks, which we consider principal for shaping the Siberian demographic potential, include depopulation, high mortality, especially among men who are 40 years old or younger, and the changed age-and-sex structure, we consider as principle ones since they predetermine the unfavorable conditions for Russian further economic development such as the reducing shares of children, teenagers and able-bodied population and a growing share of pensioners in the total regional population that assumes a higher demographic burden on the economically active population; public health deterioration; a significantly reduced non-equivalent migration turnover and replacement of the Russians by different ethnic migrants from Central and South-East Asia - all of them making the quality of the working population worse.

Conflict-generating factors of marriage behavior inYakutiya
The paper analyzes the data of the sociologic and demographic survey to show what attitudes towards marriage life can be observed among the people in the Republic of Sakha (Yakutia). We found that there are generations' differences in their attitudes towards the gist, forms and principles of marriage, as well as the reasons and motives of family conflicts and divorces. In respondents' opinions - regardless their marriage and family status - any marriage conflict happens due to a number of reasons connected with each other, and their impact acquires a character of a chain reaction - a primary reason induces a chain of disagreement eventually demonstrating the vulnerability of marriage relationship.

Subjectness of the technical and engineering employees at modern enterprises: limits and resources
We use the data of the sociologic survey to analyze a problem of subjectness experienced by a person working at modern industrial enterprises in Siberia. We conclude that the implementation of modernization projects in Russian is hardly possible without introducing new management technologies and humanizing working relations - both aimed at minimization of employees' quasi-subjectness which can be seen in their estrangement, apathy, exclusion, and so on.

Issues of public-private partnership in Northern strategic projects
The study analyses what problems the public authorities experience concerning implementation of strategic development of the Russian North and Arctic, and what role the government plays in reducing geopolitical and administrative risks of such projects. We prove a necessity to have federal coordinators for strategic projects who could act at a preplanning stage and coordinate the measures undertaken by federal authorities to ensure an inter-sectoral balance, coordination of the activity of different companies involved in the projects and a favorable climate in order to have multiplicative effects in regions. Having such coordinators, we could significantly reduce a time of decision-making.

Assessing the efficiency of replacement of gas by coal in energy balance
The paper analyses, by applying a system of optimization models for cash flow analysis and forecasting, how effective a transfer of a part of the power generating capacities from gas to coal would be. We present a scenario analysis assuming both an increase of a gas export under a deficit of the time required to cover the demand exceeding those under the contracts already concluded, and the same volume of electric and thermal power produced. We assess the efficiency of such process from the point of view of the RF consolidated budget and gas and power producers.

Developing mineral and raw material resources in the North: energy supply variants
The paper analyses the state and problems of the power and fuel suppliers operating in the Northern part of the Russian eastern regions. We describe a methodical approach to selecting an efficient variant of power and fuel supply for new enterprises developing mineral fields. We present the examples of how the new consumers could be effectively powered up to a centralized power supply system as well as some examples of projects for construction of independent power-supplier.

Assessing efficiency of the development of the Elginsky Field
The paper assesses the development of the Elginsky Coal Field located in the area of Baikal-Amur Main Line (BAM) by Discounted Cash Flow Analysis and Real Options Analysis. The latter allowed us to state that the decision made by the company «Russian Rail Ways» («RZhD») on its withdrawal from this project proved to be commercially erroneous. Applying a Black - Scholes model, we can state that a license price for the development of the Elginsky Coal Field proved to be underestimated at the public tender.

Ecologization of financial indicators when applying the best technologies available
The paper presents the author's opinion about the urgent changes which any enterprise is to make in its investment projecting and financial reporting under the new Russian environmental laws. Such changes concern the ecological and economic benefits obtained by the enterprise due to application of the best environmental technologies available. How efficient these technologies could be, the author demonstrates on the example of OGK-3 (the Third Generation Company of the Wholesale Electricity Market - WGC-3) if it introduce the new plasma environmental technologies developed by Siberian researchers.

An increment of the market enterprise value as an indicator of efficient realization of innovation potential
The paper shows how the assessment of the innovation potential at an enterprise could contribute to making its perspective strategic plan, effective realization of the strategies, and systematic intercompany coordination of its strategic indicators. An increase of the market enterprise value, which reflects its net present value received over a planned period, can be regarded as a criterion of how effectively the innovation potential was realized to increase the competitiveness of the enterprise.

Investing serial sea shipbuilding
In the author's opinion, it is reasonable to make the analysis and forecasting of the development of a sea shipbuilding sector together with those concerning further operation of such ships. We show what are the specifics of assessing how efficient the investments into construction of civic seagoing ships (or purchases on a secondary market) from the investor's point of view. We also argue for a reasonable ratio between own and borrowed funds invested into construction of new ships.

The development of the Siberian regions in the context of a genetic scenario
The paper describes the methodology and techniques of the socio-economic development forecasts for Siberia and its regions by applying a genetic approach. We present our assessments of what spatial transformations could take place in the Siberian Federal District under conditions of a regional self-development scenario.
