Introducing Uncertainty into the Estimation of Effectiveness of Large Regional Transport Projects: Structural-Institutional Approach

The paper presents that standard methods for estimating effectiveness of capital investment projects are deterministic. Uncertainty and risks are introduced and declared but not described with proper terminology. As far as large capital investment projects are concerned, of which implementation influences the structure and price standards not only on departmental or regional markets but also on national ones, underestimation of “external effects”, for instance, could lead to costly errors. To resolve this issue, we propose to utilize a strategy games model where contrasting scenarios are generated using models from a family of an optimization interregional–interindustrial model. The article also shows the results of experimental calculations and an example of how to use the described model

Risk Management at the Budget Planning Subjects in the Republic of Tatarstan

The paper examines Russian experience in risk management while planning and implementing budget spending. We analyze the current risk management practice in the framework of federal and regional target programs. We present the example of the Republic of Tatarstan in organizing preventive maintenance within the budget planning subjects including executing the work of internal control systems for major budget holders, summarizing specific violations and deficiencies, identifying corruption risks in fiscal environment

Mutual Interests as a Key Factor of a Continuous Cooperation between Russia and China Regions

The paper describes major sectors and projects of the Russia and China cooperation and shows that adjustment of mutual interests could be regarded as a key factor of a continuous commercial cooperation between regions of Russia and China. The volume of trade between the Heilongjiang Province and Russian neighbouring regions amounts to 49% of a total volume of foreign trade of China provinces. The paper also describes the risks of the implementation projects on cooperation between regions of the North-East of China and Far-East of Russia, and prospects of Russia-China regional cooperation.

Nuclear Pollution Impact on the East-Ural Area: Socio-Ecologic Assessment

On the base of the sociologic surveys carried out by the Institute of Economics (Ural Branch of SBRAS) in the cities and communities of Chelyabinsk, Sverdlovsk and Kurgan oblasts, the paper analyzes the nuclear risks and their impacts on the level of the socio-psychological stress observed in the nuclear polluted areas of the Southern Ural. We show to what degree people’s radiophobia negatively impact on their social, labor and cultural activity as well as their family and everyday life and reproduction. Most people living in the nuclear polluted areas have a special psychological status which can be characterized by rather high socio-psychological tonicity, long-lasting stress, dominated accentuated personality traits, and pathologic psychological reactions and types of psychic activity

Climate risks in an innovation development strategy

The study analyses how the climate changes considered as a new factor may influence the innovation development in Russia. We identify and analyze the adaptive and preventive innovations. Practical application of both innovations requires a complex of both institutional and technological innovations, i.e. an improved law and regulatory basis and an «eight technologies packet» which is of critical importance, respectively. We emphasize the special importance of those innovations where a multiplicative effect is beyond the scope of a «climatic» specter since the development and implementation of such innovations will bring a higher efficiency of production as well as the resolution of many problems of human environment and health.

Risks of the Siberian demographic potential

The risks, which we consider principal for shaping the Siberian demographic potential, include depopulation, high mortality, especially among men who are 40 years old or younger, and the changed age-and-sex structure, we consider as principle ones since they predetermine the unfavorable conditions for Russian further economic development such as the reducing shares of children, teenagers and able-bodied population and a growing share of pensioners in the total regional population that assumes a higher demographic burden on the economically active population; public health deterioration; a significantly reduced non-equivalent migration turnover and replacement of the Russians by different ethnic migrants from Central and South-East Asia - all of them making the quality of the working population worse.

Health risks and how to measure them

The public health is considered as an important qualitative characteristic of the population and its resource as well as an integral indicator of communities' welfare. The paper analyses the key factors of morbidity, mortality and risks affected the population of different demographic groups in the Siberian Federal District. To measure such risks, we developed the indicators, and estimated their values, which we consider normal and advisable to be reached if we want to neutralize or mitigate any negative impacts on public health.

Natural resource development projects implemented in the Yamal-Nenetz Autonomous Okrug: export risks

The paper considers the issues of the long-term development in the Yamal-Ne-netz Autonomous Okrug. We show that the current financial and economic crisis may significantly affect the implementation of the large-scale projects of system-forming character for this region. We also evaluate the export risks for the Yamal Natural Gas Production Project if European partners switch over to other gas markets. Should the Project be withdrawn, the regional fiscal losses will be so high that the complete revision of the Yamal socio-economic strategy will be required.
