How the Shadow Economy Impacts the Quality of Life in Regions

<span lang="EN-US" 14pt;"="">The article presents the findings of research on how the shadow economy and the quality of life of population are interrelated. We propose a hypothesis that we can evaluate the shadow economy at the regional level basing on the dynamics of the quality of life indicators. The impact that the shadow economy has on the quality of life is proved by a regression analysis of its indicators and Human Development Index values for countries worldwide. To study the sha­dow economy at the regional level, we have identified the quality of life indicators that reflect regional differences and are affected by the shadow economy. Having compared the dynamics of the standard of living and quality of life indicators in the Siberian Federal District for the period between 2001 and 2013, we managed to get an insight into the level of the shadow economy. In regions where growth in the standard of living corresponds to growth in the quality of life, the level of the shadow economy is below average; on the contrary, in regions where growth in the standard of living exceeds growth in the quality of life, the level of the shadow economy is above average.

Spatial Clustering of lnnovative Activities: Meaning, Effects, State Support

In this article, the author investigates the opportunities and limitations of the cluster approach for addressing challenges concerned with the rapid development of innovative entrepreneurship in regions. Не analyzes the phe­nomenon of spatial innovation cluster as a form offocal spatial integration of geographically close companies and organizations that perform different func­tions (from research and training to production and transportation), but unified by their voluntary participation in scientific and engineering processes. It results in a high-technology product created by joint efforts of all participants in this specially organized cooperation. The article also considers prere­quisites, conditions and consequences related to the use of spatial clusters. It clarifies the meaning, useful effects, requirements and lifecycle phases of the organizational form under analysis. The author emphasizes a crucial role of regional authorities in spatial clustering; he assesses the existing tasks and measures of state support. The article gives a general characterization for the implementation of the government program aimed at developing and sup­porting innovation clusters in the Russian regions.

The Siberian Federal District within the Current Russian Economy

The paper compares indicators of the SFD economic development with those concerning Russia in whole. It shows major qualitative differences of the dynamics in this region over the initial and next periods of the economic reforms; key factors of the negative development trends in the region; and their specifics in the 1990-s and beginning of the current century. Our main conclusion is that not so many the positive changes in the role the District played in recent years can be observed and the District shows a relatively stable position within Russian economy. Moreover, the time of radical changes of the spatial production and consumption indicators is over for the most part, and there are no signs of the stable and especially radical spatial proportions which would allow the suggestion that the SFD started reinstating its positions it had lost in the past

Regional Economy and Spatial Development: Critical Notes

The article contains a review of the book «Regional economics and spatial developments This edition is a new major milestone in the Russian educational literature, and it will certainly be popular among teachers and students in the related specialties both at the economics departments and at the area of state and municipal management. At the same time, the paper makes a number of comments and gives a few suggestions (e.g. no special section devoted to modeling spatial development of the country as a system of interacting regions, insufficient reflection of the domestic experience of regional and interregional modeling; not enough criticism when actual conditions of spatial development and regional policy in Russia are presented) which may be taken into account in the next edition of the book

Novosibirsk Oblast as a Phenomenon of the Russian Modern Economy

The Novosibirsk Oblast showed high of its economic growth - its indicators were significantly higher than both Russian and the SFD average ones over 1999-2008. The same can be observed over the next period 2010-2011. The GRP and industrial production in physical terms were more than twice higher despite negative changes taken place in the economic trends and institutional environment of the Oblast. According to a constantly increasing number of economic indicators, the Oblast has outpaced its SFD neighbors over the last years. The author explains these facts applying a wide spectrum of statistical indicators.

Modeling the Spatial Economy: Genesis, Current State, and Prospects

The paper presents a brief review of spatial economy models known since the beginning of the XX century with special focus on the models offered by Prof. Granberg and further applied by the IEIE SB RAS for more than 40 years. Here we show what is supposed to be modified in these models for the application within this research project, i.e. the project approach, database management, geo-information systems, agent-oriented modeling, and super-calculations.

Monitoring the Regional Socio-Economic Development: about a Set of the Indicators

The paper states that the technique to monitor the socio-economic development based on the system of the indicators common for all units of the Russian Federation does not allow applying scientific paradigms to regional governance. We offer a list of indicators which could reflect regional specifics in a proper monitoring of the regional socio-economic development and test its application for the Irkutsk Oblast.

Spatial structure of the Russian economy: analyzing its dynamics through application of genotyping methods

The paper analyzes a range of regional indicators and composite indices characterizing the development in the subjects of the Russian Federation over 2000-2007 and 2008-2010. We offer a technique based on the spatial and temporal laws of socio-economic development and designated for building generalized curves (genotypes) to describe regional development. Cargo traffic in Khabarovsk Kray: trends in its forming and servicing

The paper considers the dynamics of cargo traffic and its servicing by the Khabarovsk Kray transportation system. The ratio of the today and prospective cargo traffic being served by different modes of transportation and in basic transportation hubs are assessed allowing for the transit traffic. The development of this regional transportation system is considered within the framework of a long-term national transportation strategy (up to 2020).
