Innovative Economic Modernization of the Arctic Territory in Eastern Yakutia: Problems and Solutions

The analysis carried out in the paper has identified what major social and economic development problems are faced by the Arctic territory in Eastern Yakutia. The article defines the ways of how to draw the settlements of this area out of a major economic depression within the context of the state strategy of social and economic development for the Russia’s Arctic territories till 2020. We suggest a comprehensive territorial megaproject as an approach of how to work out a strategy to modernize the economy of a region. This paper illustrates the fact that a megaproject of this kind could be used as a tool in strategic analysis of resource limitations, as well as for time and space coordination of social and regional projects concerning transport and energy infrastructure with investment projects and plans of mining companies

Peculiarities of Applying the Public–private Partnership Technique in Exploration of Natural Resources

The paper examines the ways of how to apply the public–private partnership technique (PPP) in exploration of Siberian natural resources. We summarize the successful PPP projects carried out in populated regions in Russia and analyze possibilities to expand the method in order to create non-productive and infrastructural objects in mineral resources sector. The article shows main risks arising while exploring natural resources using the PPP technique. We conclude that it is necessary to preserve the uniqueness principle for a project in the sphere of mineral resources exploration, as well as the uniqueness principle when drafting the PPP documents. It is shown that due to violation of the basic PPP principles (such as competitiveness when choosing a partner, transparency in project implementation, accessibility of information on whether project implementation is efficient), it is impossible to improve the efficiency of government expenditure in mineral resources sector

Life Cycle Contract as a Mechanism of Interaction between the State and the Private Sector

The article deals with characteristics of the life cycle contract as a promising mechanism of public-private partnership in the transport sector. The main advantages of the life cycle contract to the state and business are revealed. The organizational scheme of the life cycle contract implementation in the transport sector is offered. We give recommendations on development of the mechanism of public-private partnership basing on the life cycle contract in the Republic of Kazakhstan

Problems in development of the mineral resources base in the eastern part of Russia and perspectives of modernizing the regional economy in the context of its cooperation with China

The paper considers issues of assessing efficiency of the projects on developing mineral resources and issues of coordination of the long-term governmental and private investors' interests in Russian- Chinese cross-borders cooperation. The authors made such assessment by scenario analysis based on their own technique. Two case studies on the mineral projects for the Trans-Baikal region show that such factors as availability of investor, compliance with the Russian legislation, and current demand for manufactured products by no means always can guarantee Russian national interests and "symmetric gains" from the Russian-Chinese collaboration.

Issues of public-private partnership in Northern strategic projects

The study analyses what problems the public authorities experience concerning implementation of strategic development of the Russian North and Arctic, and what role the government plays in reducing geopolitical and administrative risks of such projects. We prove a necessity to have federal coordinators for strategic projects who could act at a preplanning stage and coordinate the measures undertaken by federal authorities to ensure an inter-sectoral balance, coordination of the activity of different companies involved in the projects and a favorable climate in order to have multiplicative effects in regions. Having such coordinators, we could significantly reduce a time of decision-making.
