ETHICAL-SPATIAL METHODOLOGY FOR STUDYING THE ECONOMIC WELL-BEING OF MUNICIPALITIES

The search for models of long-term territorial sustainability outside of orthodox economic theory necessitates a rethinking of the reproduction process at the municipal level and the development of alternative indicators of economic progress. The construct of “economic well-being" is considered as such an indicator; it represents an economically secure state of material and non-material provision in the territory of local self-government, formed on the basis of a sustainable, spatially inclusive, planned, individualized, and conscious reproductive process. The article aims to develop a methodology for studying the economic well-being of a municipality as a promising indicator for measuring economic progress at the municipal level and as a result of responsible development. This methodological approach to studying the economic well-being of a municipality proposes combining elements of two methodologies: the spatio-temporal and the ethical-philosophical. The use of the spatio-temporal methodology allows us to view a municipality as a space for the creation, use, and reproduction of the human life support system, the parameters ofwhich provide a basis for classifying municipalities and accounting for spatial risks and favorable factors in the assessment of economic well-being. The contribution of the ethical-philosophical methodological approach to the methodology under development lies in emphasizing the subjectivity and autonomy of the municipality, which are expressed in the financial security of local self-government, the implementation of the principle of accountability in municipal governance, as well as in expanding citizens ’ opportunities to participate in shaping and sustaining the economic well-being of the local self-government territory.

ECOLOGICAL POLICY AND ECONOMIC GROWTH: THE EXPERIENCE OF INDUSTRIAL CITIES OF RUSSIA AND CHINA

This article examines the impact of environmental policy on the economic development of major industrial cities in Russia and China, using Tolyatti and Changchun as case studies. The results show that in Changchun, a reduction in PM2.5 concentration has a statistically significant positive effect on gross municipal product growth, indicating the effectiveness of the implemented environmental measures. In contrast, in Tolyatti, measures have shown a limited impact on economic dynamics due to the ongoing burden from industrial emissions and transport, as well as insufficient consistency in monitoring and program implementation. The practical significance of this study lies in possible application of its results to adjust environmental policy in industrial centers and develop mechanisms for sustainable cross-border interaction.

Regional Competitive Potentials and Competitive Attractiveness

The paper considers the current dimensions of competition and groups of consumers for which regions compete with each other. A definition of competitive potentials in a region is presented as well as the calculations of such potentials according to five factors such as the economic development, development of infrastructures, innovation development, quality of life, and human potential, each by a 100-point appraisal plan. We present our assessment of the competitive potentials for several Russian federal districts and regions classified by the technique proposed and discuss how such assessments could be applied.

Assessing how urbanization influence an economic growth in Russia

The paper shows how urbanization, the world trends and Russian specifics determine the sources and limitations to economic development in Russia. We present our analysis of the data concerning RF federal units to show how economic growth and urbanization depend on each other. We can conclude that still there are few urbanization sources left in the Russian economy, though the effects of a large city proved to be small.
