Region as an Object and a Subject of Social Policy

Using the example of Yakutia, the paper studies a region as a subject and an object of social policy. We discover a bond between these two constituent parts of social policy and trends of centralization and decentralization in the context of the federal form of government. The article analyzes the main development trends, specificities of regional social policy and social policy of a beneficiary region in Russia. It is shown how imperfect federal and social standards are, those that define directions of regional social policy and its effectiveness. The paper also presents characteristics and principles of how elements of social protection for regions should develop being a key direction of state social policy which aims to even out social inequality in regions. Having analyzed development trends of social policy, we substantiate the directions of regional social policy implementation

Social Trends in Siberian Regions

This article focuses on the regional social inequalities observed in Russia. The objects of our analysis are the regions of the Siberian Federal District and Russian Federation in whole. We use the human development indicators as criteria of regional social differences. We can conclude that, despite positive trends observed, Siberia could not get out of the accustomed grooves of being a deprived region, and this fact does influence the current public opinion and migratory orientations of the Siberians.

Resourse scarcity of the human development considered as a threat of modernization

The author presents her analysis of the resource supply for reproducing human potentials both in regions and sectors. The international comparative position of Russia in human development is shown. The author concludes that most of Russians, due to their low wages or salaries, have not enough resources available to human reproduction while the public expenditures on education, healthcare and culture do not cover the lack of individual investments. The author, being based on the works of well-known economists, tries to answer the question whether a vicious circle of «a low labour productivity - low wages and salaries» could be destroyed and whether priorities of Russian social policy addressing contemporary challenges could be found.

Strategic variants of social development in Siberia

The paper substantiates the priorities and mechanisms of regional social policy; presents the forecasting socio-economic stratification of Siberian population according different variants of the development in Siberia; evaluates the negative impacts of the financial crisis; and recommends the necessary measures to prevent social collapse.
