Myths of Regional Politics: Siberian “Separatism”

The paper states the fact that the Federal Center is attempting to frame bonds with regions into vertical power structure. The bureaucratic politics model and the monopolized Russian business lead to actual decline of competence and financial base of regional self-development, which casts doubt on the fundamental principles of federalism. First and foremost, this situation infringes upon interests of Siberia and Far East, but in the end it contradicts with nationwide Russian ones. The Center may be concerned with a fictitious threat of “Siberian separatism” which has a long history. Still, nowadays, for Russia to retain eastern territories it does not need an administrative resource but an actual economic integration and reindustrialization of Siberia. It is only economically developed Siberia that is able to “increase Russia’s might”

Eastern Vector of the Russian Energy Strategy: Current State and Prospects

The paper analyzes what specific features of the Russian development in new economic environment caused a necessity to revise energy priorities. We describe the initial conditions, targets, and strategic development priorities of the fuel and energy industry in the East of the country. We present our proposals on the conditions and initiatives required for successful implementation of the East Russia Energy Strategy and a list of priorities of the cooperation between Russia and the Northeast Asian countries.

Accelerated socio-economic development in the Russian regions: factors and mechanisms

The paper presents the authors' techniques and analysis of how GRP dynamics depends on key factors of economic growth in different RF regions. We identified the conditions, challenges, and limitations (such as macro-structural and resource limitations, socio-economic challenges, and effectiveness) which impact the development in the regions of the Russian Far East. For the regions of Siberia and Ural, we made a cluster analysis based on the levels of development of primary and secondary sectors of the economy. We also can state that there is a negative correlation between the regional resource development and regional capital productivity growth.

World cooperation in the shipbuilding industry and navigation in the Russian Far East

The world shipbuilding industries has started its cycle expansion since 2003, and China has become one of the leading country whose enterprises reached the indicators overtaken the Korean and Japanese ones. The interests in the Far East and Asia-Pacific region concerning our shipbuilding mostly relates to availability of our cooperation with enterprises of neighboring countries. Moreover, to take advantage of such cooperation, we need both modernized operating shipbuilders and new ones oriented to our future specialization and prospects for international economic cooperation.

The oil-and-gas sector of Eastern Siberia and Russian Far East: perspectives of its development

The paper presents a concept of building new centers of oil, gas, gas-chemical and helium industry in Eastern Siberia and Russian Far East. A hydrocarbon base and the dynamics of the oil and gas produced in by the regions under study and different companies as well are described. We also assessed the parameters of how the processing and transportation infrastructures could develop, and what governmental support and conditions are required to implement such investment projects

Prices of energy resources of Eastern regions: current state and changes in the context of the Russian and world trends

The authors present their forecast of changing market prices for energy carriers, which could be observed in the regions of Siberia and the Far East, assuming the economic situation on the world’s oil markets and the prices covering self-repayment of gas, coal and black oil production.

Priorities and prospects for power industry development

The paper shows the structural transformations which could take place in power production in East Siberia and the Far East over the period until 2030; an extent of generating capacities; and demand for fuel and investments required for further development of power plants and networks. Our calculations were made within the framework of two development scenarios for this macro-region.

Directions of coal industry development

The paper describes an economic situation in coal industry of the East of Russia, i.e. the coal production, reserves, supply and consumption as well as the problems, priorities and development goals of this sector. Having formulated a prospective demand for coal, we show how the coal industry could develop in this region over the period till 2030.

West Siberia and Far East Natural Gas Production Strategy: key provisions

The paper presents a forecast of the natural gas production and processing in the Eastern Siberia and Far East; calculates the development parameters in the oil processing and petrochemical sectors according to the plans and forecasts for oil industry; identifies the gas deliveries routes; assesses the fiscal and commercial effectiveness of investments; and formulates and validates the conditions due to which Russia would entry into new outer markets.

Cargo traffic in Khabarovsk Kray: trends in its forming and servicing

The paper considers the dynamics of cargo traffic and its servicing by the Khabarovsk Kray transportation system. The ratio of the today and prospective cargo traffic being served by different modes of transportation and in basic transportation hubs are assessed allowing for the transit traffic. The development of this regional transportation system is considered within the framework of a long-term national transportation strategy (up to 2020).
