Analyzing the regional strategic planning in the Siberian Federal District
The paper considers how the systems of strategic planning are shaping in the regions of the Siberian Federal District. A comparative analysis of the strategies and long-term programs for the Siberian regions is presented. This allows identifying the key problems of regional strategic planning practiced by the Russian and Siberian regions.

A regional targeting concept
The author developed a dualistic regional targeting concept which includes the managerial and coalition mechanisms of targeting. We offer an approach and a set of techniques to select the regional development scenarios, build and assess targets, and simulate an economic growth and regional competitiveness.

Tools of regional policy: assessing the efficiency of their application
The paper analyzes the techniques for assessing efficiencies and results of federal conditional programs implemented at regional levels, as well as projects and special economic zones. We show that assessment of efficiency is made only at the stage of choosing the tools to be applied. However, the monitoring of programs and projects are conducted only concerning the indicators of allocation and launching investment resources. We present our proposals on how to improve such practice to have an opportunity to assess the tools of regional policy in more adequate manner.

Outsourcing in the agriculture: perspectives of its application
The paper analyzes how the agricultural sector applies outsourcing in its practice. What differs the outsourcing from other forms of cooperation of enterprises is identified. We show that an agro-enterprise could function as an outsourcee. Some ways of how outsourcing can be used in the agricultural production to make its profitability higher are proposed here.

Building the qualifications frameworks: crystallization of the competence clusters in regional labour markets
The study made for Barnaul, Tomsk, Omsk, Novosibirsk and Tyumen shows that the graduates experience difficulties in their employment because of a demand-and-supply imbalance in regional labour markets, and the following negative cumulative effects can be observed in these regions. We demonstrate the crystallization of «competences clusters» in different spheres of employment and types of organizations which reflect employers’ current and perspective labour demand. We find that the current training programs should be necessarily oriented on the needs of different groups of consumers such as employers, graduates and etc.

Technique to generate and analyze an integrated wellbeing index to conduct interregional comparisons
We show that, for the interregional comparisons purposes, there is a necessity to develop a wellbeing index model which uses adaptive rational interpolation and which includes the statistical indicators and data of public and expert opinion polling. We offer a list of quantitative indicators and an algorithm to calculate an integrated index. The regional rating according to the wellbeing items is presented which allows identifying the regional weak and strong points and correcting the socio-economic policy to have the higher level and quality of life of the population.

Siberian urban agglomerations: preconditions to their shaping and barriers to their development
We present the arguments for an urban agglomeration concept where urban agglomeration is considered as a complex and naturally shaped socio-economic system. The preconditions of shaping such agglomerations are identified as well as the criteria for their assessment. The conditions which enhance or hinder agglomeration processes are also described. On the base of the expert polling, we compare the opinions about positive and negative effects expected from agglomeration process. As an example, we show the negative impacts of the agglomeration which may take place due to attempts «from the top», i.e. those making by the Siberian regional authorities. We come to the conclusion that a natural course of any agglomeration process through inter-municipal cooperation would be more advisable.

The monitoring of regional socio-economic development: methodical approaches to assessment of its efficiency
The paper shows that at present there are no methods to assess efficiency of the monitoring of regional socio-economic development. The author presents an approach which allows assessing both the efficiency of regional monitoring and collection of statistical information.

About intensification of economic cooperation between Transbaikalia regions
The paper reasons the ways how the Republic of Buryatia and Transbaikalia regions could be economically integrated. We show that there is an economic space where economic backwardness of the region could be overcome due to the integrated arrangements made by the Transbaikalia authorities and business communities.

The role of the energy sector in the socio-economic development of the Baikal region
Having analyzed a current economic situation in the Baikal region, we can state that the region falls behind other Russian regions on average. The development of the regional fuel and energy complex is considered of the highest priority. We present our forecasts of the levels of energy consumption and related volumes of energy production in the region which could allow improving the regional fuel and energy balance and socio-economic indicators. This also allows the higher tax revenues in the region.

Transformed population crediting in the Siberian Federal District
The paper analyzes, on the base of a presented sampling, the trends of population crediting by the banks in the Siberian Federal District in the periods of the pre-crisis, crisis and post-crisis restoration. We can state that in the crisis a sex structure of borrowers (physical persons) has significantly changed. We calculated the possibilities of borrowers' default in different borrowers' groups such as sex-, age-, education- and family state ones. We present our considerations on how to adjust the methods for assessing the borrowers' credit risks according to the Basel II requirements. We offer a rating technique to assess physical personswhich allows an improved classification of borrowers and the more adequate credit risk assessment.

Improved tools of environmental policy and problems of their application
The paper reasons the ways how to improve the tools of governmental regulation of environmental quality at the federal and regional levels. We identify the bottleneck problems in the sphere of the development and implementation of environmental policies, and we propose the ways how to improve the mechanisms of environmental regulation including nature protection financing. We also show how innovations could be applied to solve environmental problems and how innovations could make any production ecologically pure.

Partner relations as a factor of development at an innovation holding
The paper shows what coordinated contractors' actions could be regarded as partners' ones and what role such cooperation play in attaining a business success by a holding company which consists of small and medium enterprises considers. We identified the key factors determining the models of cooperation between small and medium innovation enterprises such as the type of the holding, type of the innovation products, way of search, development and implementation of innovations, and provision with necessary financial flows.

Regional Innovation System in West Transdanubia
On the base of public opinion poll, the paper studies key factors determining the development of a regional innovation system. We describe the socio-economic trends and regional innovation and scientific potential through generalizing the data concerning the Western Transdanubia NUT. We also show the role which innovation policy and its network tools play in innovation activity of regional businesses.

The paper shows how innovation clusters are shaped to solve the tasks of higher competiveness of territories in the foreign countries with government activism. We also show what innovation development practices of other countries can be advisable for Russia.
