Demand for Additional Professional Education Created by the Able-Bodied Population, and Regional Capacities for Its Realization

The paper considers what demands for further education can be observed among different graduates completed the programs of vocational schools of the Novosibirsk Oblast - both employed and unemployed at present. We describe the current and potential demand and supply for additional professional education which can or could be observed in the regional market. We show that different segments of the system of additional professional education and relative market segments do react to different demands of groups of the population, sectors of the economy, public employment services, and a labor market.

Building the qualifications frameworks: crystallization of the competence clusters in regional labour markets

The study made for Barnaul, Tomsk, Omsk, Novosibirsk and Tyumen shows that the graduates experience difficulties in their employment because of a demand-and-supply imbalance in regional labour markets, and the following negative cumulative effects can be observed in these regions. We demonstrate the crystallization of «competences clusters» in different spheres of employment and types of organizations which reflect employers’ current and perspective labour demand. We find that the current training programs should be necessarily oriented on the needs of different groups of consumers such as employers, graduates and etc.
