Crowdsourcing as a Component of a New Public Administration Model for Regions
The paper proposes a model of public administration based on information and communication technologies (ICT). The model includes the following units: open data, crowdsourcing and open government. In order to work out in detail the transfer of knowledge and competencies from the society to the state, we have studied crowdsourcing and its potential use in public administration as a tool to improve the efficiency of state authorities. The article compiles a typology of best practices and applications according to degrees of citizen engagement in governance and political activities. Opportunities and obstacles to the use of the new model of public administration based on ICT are analyzed by the administration of Novosibirsk Oblast. There are recommendations on how to involve the scientific potential of Novosibirsk’s Akademgorodok in the governance of the region

Environmental Strategy of Social and Economic Development of a Region
The article describes the basic methodological and methodical aspects involved in the development of a strategy for environmental protection in a subfederal region such as Novosibirsk Oblast. A logical scheme shows how strategies for nature conservation are elaborated in this region. We propose a system of environmental measures determined by a need to alleviate or prevent potential environmental problems. We also forecast how air pollution in Novosibirsk Oblast from most common contaminants in stationary pollution sources will be spreading till 2025, taking into account environmental protection measures. The results of the study suggest making a more informed choice on main directions for nature conservation in the said region, which helps to avoid possible threats and make maximum use of available resources. Everything said above assists in defining environmental priorities and elaborating a conservation strategy as a part of a strategy for social and economic development of a region as a whole

Some Characteristics of Credit Behavior in Novosibirsk Oblast in Retail Lending Sector
The article demonstrates the differences in debtors' behavior in Novosibirsk Oblast based on their sex, age, education and civil status before the crisis, during the crisis and after the crisis during the economic recovery. Standard hypotheses about debtors' behavior in a region were tested, including one about the changing in behavior of different groups of debtors. We received precise assessments characterizing borrowing capacity and solvency of debtors in Novosibirsk Oblast

Demand for Additional Professional Education Created by the Able-Bodied Population, and Regional Capacities for Its Realization
The paper considers what demands for further education can be observed among different graduates completed the programs of vocational schools of the Novosibirsk Oblast - both employed and unemployed at present. We describe the current and potential demand and supply for additional professional education which can or could be observed in the regional market. We show that different segments of the system of additional professional education and relative market segments do react to different demands of groups of the population, sectors of the economy, public employment services, and a labor market.

Novosibirsk Oblast as a Phenomenon of the Russian Modern Economy
The Novosibirsk Oblast showed high of its economic growth - its indicators were significantly higher than both Russian and the SFD average ones over 1999-2008. The same can be observed over the next period 2010-2011. The GRP and industrial production in physical terms were more than twice higher despite negative changes taken place in the economic trends and institutional environment of the Oblast. According to a constantly increasing number of economic indicators, the Oblast has outpaced its SFD neighbors over the last years. The author explains these facts applying a wide spectrum of statistical indicators.

Standby Opportunities to Improve the Investment Climate in the Novosibirsk Oblast
The paper compares an investment policy of the Government of Novosibirsk Oblast and the recommendations included in the model program on improving investment climates in RF subjects and developed on the base of the best sub-federal practices. The paper analyses problems of the socio-economic and investment development and proposes the ways and mechanisms to improve the investment policy in this region.

Economic potential of the Novosibirsk Oblast mineral resources complex
The paper analyses the resource potential of the Novosibirsk Oblast and conditions, factors, and forms of its involvement in economic turnover. We calculated values of the solid commercial minerals economically important for this region. Our economic assessment of the regional resource potential allow the conclusion that, in principle, there is opportunity to build both new and up-to-date mining enterprises (with refinery run and processing of minerals) and local or large regional centers for economic growth.
