Consequence Evaluation of the Local Government Reform

Changes to the Budget Code of the Russian Federation that accompanied the Federal law dd. 27 May 2014, which states that a considerable part of rural settlements' powers is redistributed in favor of municipal areas, assigned some budget sources of revenue to municipal areas. Earlier, these sources were transferred into the budgets of rural settlements. Taking into account the changes in the federal legislation, the author contemplates if it makes sense to preserve the existing form of local self-government in rural areas. The article analyzes the factors preceding the latest stage of the reformation of rural local self-government and evaluates possible consequences for the economy of rural settlements. Studying the case of Moscow Oblast, we consider how spatial factors influence the possibility that rural settlements may exercise their vested powers. It is shown that changes in the federal legislation practically liquidate the two-level system of local self-government, leaving the most insignificant powers within the competence of rural self-government institutions. The article proves that the carried out reforms are generally dictated by an objective inability of the majority of rural settlements to render high-quality municipal services. Due to the economic and social situation of rural settlements, regional authorities will pursue selective policy of reauthorization either by assigning additional powers to the richest municipalities or by delegating more powers to regional and district levels

Problems of Municipal Administration in Russia and Ukraine

This article analyzes problems of municipal administration basing on a survey on a comparative program for municipal managers in Russia and Ukraine. Although the two countries have different social and economic situations, we observe similar weaknesses in local administration. The paper shows how imperfect the current laws and regulations are, because they are limiting the possibilities of local government. We draw a conclusion that it is necessary to devise a science-based concept of municipal reforms which would be relevant to constitutional principles of local government organization and would provide a reliable legal base for municipal administration

Directions of Development and Incentives for Reform in Municipal Systems of European Countries

The paper analyses ways to develop and premises to reform local self-government in European countries. It shows that the municipal bodies of the European Union have a right to settle issues of self-government. Reforms in municipal government systems have resulted in further decentralization of state power. The ‘dual’ model used in delegation of authorities has led to the fact that cities and villages started to fulfill a series of functions delegated by the state along with their own ones. As a consequence, in a few countries of the EU there have formed quasi-federal structures of municipal government

Budget System in a Federal State: Sub-Federal Aspect

The paper analyzes whether a budgetary system could be decentralized in the process of current building and operating of local governments. It presents key factors which define a centralization/decentralization ratio. A special focus is on the principles of distinction between budget expenditures and revenues, and variants of correcting vertical and horizontal misbalances in the national budgeting system. We show the role which a local government plays as a key link in a federal form of governance. We offer the structure of the regional and local budget revenues and our recommendations how a local taxation should be built

Municipal strategic planning: reliability and failures factors

The paper analyzes the strategic planning practiced by municipalities. We show and assess what risk factors are if municipal strategic plans would be developed and applied. We offer our approach which allows foreseeing the risks and reliability of municipal strategic planning.

An approach to assessing efficiency of strategic planning at the municipal level

The task is to find the technique for empiric study which could allow identifying how a number of factors, including a technology of planning, can impact the long-term efficiency and effectiveness of municipal strategic plans. We present the results of our study where reliability of municipal strategic plans was a criterion of such assessment.

Key way to have more consolidated local budgets

The study presents the author's recommendations on how to improve a local fiscal and tax system with regard to such issue as the revenue and tax distribution and a total increase of local budgets. We offer a management structure which allows the effective distribution of powers and budget resources among different levels of local governments. We prove that some tax revenue should go in favor of local governments.

Electoral preferences of residents in municipal units

The study shows the significant difference in political parties' positions on basic economic issues that allow visualizing a factor space of their electorate's preferences and identifying the electorate of each party. We identify factors and relative vectors of electorate's political orientation; and show the stability of electoral preferences. We can state that our knowledge of people's electoral preferences allows identifying those groups of the population in each municipal unit which may vote for some or other party.

Equalization of fiscal capacities of municipalities: current problems

The paper analyses the issues of how regional and local budgets can interplay to generate a financial base for local authorities. The author evaluates the structures of local budgets and the indices calculated for local budgets dissimilarity before and after transfers from regional budgets; offers a technique of how to identify which area mostly influence on the dissimilarity indices calculated after transfers from superior budgets; analyzes how grant transfers and local revenues correlate; and estimates a marginal effect of increased taxes received by local budgets
