ASSESSING THE IMPACT OF EXTERNAL FACTORS ON THE DIGITAL MATURITY OF GOVERNMENT AGENCIES IN THE REGIONS OF THE RUSSIAN FEDERATION

There remains a pronounced interregional differentiation in the level of digital development across the Russian Federation, which necessitates a comprehensive analysis of the factors influencing the digital maturity of public administration bodies in the country’s regions. This article offers a quantitative assessment of the impact of external socioeconomic, institu­tional, and technological factors on the level of digital maturity of government agencies in the constituent entities of the Russian Federation, as well as identifies statistically significant predictors based on panel data models.
Within the framework of a PEST analysis, 38 macro-level factors poten­tially affecting digital maturity were examined, of which 17 measurable indica­tors were selected and grouped into categories: economic conditions of the re­gion; public support and investment in the digital sphere; education and employment levels; innovation development; and the availability of IT infra­structure. A panel data set was compiled for 84 regions of the Russian Fede­ration for the period 2021-2023, and fixed effects models were constructed.
The analysis confirmed the statistical significance of such factors as gross regional product, budget expenditures, education level, innovation activity of organizations, number of employees in the ICT sector, and citizen satisfac­tion with digital platform solutions. The findings demonstrate that the digital maturity of regional public authorities is shaped by a complex set of external conditions, which should be taken into account when developing digital trans­formation strategies.

Crowdsourcing as a Component of a New Public Administration Model for Regions

The paper proposes a model of public administration based on information and communication technologies (ICT). The model includes the following units: open data, crowdsourcing and open government. In order to work out in detail the transfer of knowledge and competencies from the society to the state, we have studied crowdsourcing and its potential use in public administration as a tool to improve the efficiency of state authorities. The article compiles a typology of best practices and applications according to degrees of citizen engagement in governance and political activities. Opportunities and obstacles to the use of the new model of public administration based on ICT are analyzed by the administration of Novosibirsk Oblast. There are recommendations on how to involve the scientific potential of Novosibirsk’s Akademgorodok in the governance of the region

Strategic directions in planning spatial development of regional systems and imperatives of state administration

The paper analyzes social and economic subfederal development plans. It discovers peculiar analogical spatial projections: forms in which socio-economic processes are reproduced and variable-based correlations; it also assesses their inhomogeneity and the degree of concentration. The results of the analysis are stated in tabular analytical schemes made for every subject of the Russian Federation, which allowed to suggest using identification adaptiveness codes as a descriptive tool for the said schemes. Their relations and further synthesis give an opportunity to use them as a ground for social and economic forecasting of how the federal subjects of Russia will develop

Assessing efficiency of the land and local (municipal) authorities in Germany

The paper analyses the European technique for assessing efficiency of public administration - the Common Assessment Framework (CAF) - the most widespread in Germany at present, and can conclude that this technique could not be regarded neither an universal remedy against any problem experienced by public authorities nor a remedy which can bring immediate and cardinal improvements in governance. The application of CAF should become a regular instrument for analyzing and promoting the efficiency of government institutions.

Information analysis systems and regional e-government

The paper considers theoretical issues and methodical approaches of what would be the research and information tools, how they could be built and applied to a regional strategic decision-making system. We present a case-study concerning the situation analysis of the issues of the long-term development in the Khanty-Mansy Okrug; and can conclude that combining both the quantitative methods and models and the qualitative approaches to the analysis of real administrative situations would be successful providing that certain conditions are ensured.
