Innovation-based modernization of the area of Russia

The article claims that an effective use of the findings from a study of inno­vation in the reproduction process may result from revising the role of regions in the spatial diffusion of innovations. Regions are mostly able to develop actively various forms of cooperation, including ones with neighboring ter­ritories and foreign companies when these processes are systematically coor­dinated by the government and serve the interests of the entire Federation and not just individual regions with objective benefits or special investment support from the government. Converting regions into the drivers of innovative deve­lopment will require expanding their powers at least to the level stated in the Constitution of the Russian Federation as equal subjects of the Federation, obliged and able to guarantee the extended innovative development of an area. There is a need in elaborating, deliberating and implementing a national (federative) plan of innovative development of the country that will involve all federal subjects, municipalities, and market agents by selecting programs and business projects on a competitive basis. Economic science aims at formulating ways and methods to restore and strengthen the innovation-renovated manu­facturing status of Russia - by consolidating the community through systematic modernization, organizing innovatively active population, rationally distri­buting innovation powers and available resources among all the parties to socio-economic and social relationships.

Program for Reindustrialization of the Economy of Novosibirsk Oblast: Main Outcomes of its Development

The Program for Reindustrialization of the economy of Novosibirsk Oblast until 2025 was prepared by a team of researchers at the Institute of Economics and Industrial Engineering of SB RAS as assigned by the Oblast Government. The article uncovers the peculiarities of the program, its ((architectures, the reindustrialization potential in the form of nine integrated flagship projects reflecting strong competence of science and industry in Novosibirsk Oblast. We show the formation trends for the innovation and engineering belt at the Novosibirsk Scientific Center of the Russian Academy of Sciences and academic science. A special emphasis is put on strategic initiatives-the creation of the Siberian Science City, which may become the largest area of advanced inno­vative development. We conclude that the Program for Reindustrialization of the economy of Novosibirsk Oblast should be an essential element of strategic planning for the region and can be seen as an important pilot project of federal significance that could serve as an example to process new elements of inte­raction between government, business, and science to enhance innovative areas of regional development. We demonstrate that this Program and its participants have a strong integration potential mobilized thanks to the public nature of its development

Endogenous Development: The New Challenge for Central European Industry

This paper examines the applicability of the concept of endogenous regional development to Central European post-socialist countries. Endogenous development emerged in response to the pressures of the global economy in Western Europe, and focuses on exploiting locally rooted competitive advantages that can counteract the cost advantages of less developed economies, providing a “high road” of socio-economic development. In Central Europe, industrial restructuring has mainly followed a development path based on Foreign Direct Investment, which has reinvigorated competitiveness, but now faces the need to go beyond low costs, and counteract the unfavourable effects of external capital dependency. The paper identifies two different paths to encourage endogenous development, drawing attention to their institutional background and the expected consequences on territorial development

Program for Reindustrialization of the Economy of Novosibirsk Oblast: Ideology and Main Directions for Its Implementation

The main purpose for the reindustrialization of Russia is to promote its national manufacturing sector so that it joins the group of highly developed industrial countries. It is crucial to mobilize regional growth points of the reindustrialization processes. Novosibirsk Oblast can become one of the top Russian regions leading the reindustrialization by implementing a special mana­gement program for that end. The article analyzes the ideology and main directions for the implementation of the Program for Reindustrialization of the Economy of Novosibirsk Oblast till 2020. It also reveals the region's potential for reindustrialization which is one of the strongest in Russia due to an efficient system of RAS institutes and a new system of development institutions (techno-parks, industrial areas, etc.). We come up with program elaboration principles and describe the mechanisms and institutional conditions for reindustrialization. By using eight megaprojects as an example, we show strategic initiatives that depict essential competitive scientific, innovation, engineering and production advantages of Novosibirsk Oblast and unique competencies in a number of directions for innovation. The Program for Reindustrialization of the Economy of Novosibirsk Oblast is a modern element of the regional strategic planning system.

Technological Basis for the Reindustrialization of the Country and Region

The article analyzes the reasons and consequences of deindustrialization in Russia and advanced economies. Here we define the prominent features of technological and organizational basis for a new industrialization (robotic automation, additive technologies, new materials, big data, agent-oriented modeling, cognitive systems, distributed and cloud computing, the production differentiation, unmanned technologies, etc.). The emphasis is put on the cha­racteristics of reindustrialization processes in Russia and how they are slowed down by the need to create internal mechanisms for maintaining technological and economic progress.

Restructuring of the East German Industry

The article deals with the institutional and real-economic restructuring of industry in the former GDR based on the transformation of society. It shows how the country overcame the difficulties, what were the effects of a trans­formational crisis and consequences for the property relations. We also discuss the arranged measures aimed at reviving economic growth and the restruc­turing of industrial production related with the reindustrialization. To analyze the relationship between the institutional restructuring and its impact on the real economy, we use economic statistical methods. The restructuring of institu­tions has defined the vector of development for the East German industry, which is stipulated by its integration into the all-German economic system but has a very limited potential for growth and catching-up development. The region is currently much less behind West Germany but still not at the same level. The performance of the East German manufacturing industry accounts for about 63% of the West German one, and its increase has slowed down.
