EXPERIENCE OF TYPOLOGY OF MUNICIPALITIES IN EASTERN SIBERIA: COMBINING TERRITORIAL AND SECTORAL APPROACHES
The aim of the study is to create a typology of municipal formations in the regions of Eastern Siberia for the purpose of assessing the impact of large investment projects on their socio-economic development; to compare the resulting types with existing typologies of the regions studied at the micro level, as well as with E.E. Leizerovich’s microdistricts. The author’s methodology takes into account both the characteristics of the territory (level of development, transport accessibility) and the characteristics of large investment projects being implemented there (focus – new construction or development of existing facilities, specialization).
The resulting typology showed that underdeveloped, difficult-to-access, and moderately accessible municipalities are characterized by raw material development – the development of new deposits or the expansion of production at existing deposits with a focus on exports. In developed areas, investments in fixed capital are more often directed towards the development of existing facilities, although most of them are also reoriented from the domestic market to exports. Examples of deepening raw material processing in underdeveloped areas, as well as the start of mineral extraction in accessible developed areas, are few and far between.
Existing typologies often focus on factors of socio-economic development of territories and do not take into account the vector of their development, while the author’s typology is consistent with T.V. Litvinenko’s typology of resource use transformations, excluding options for the degradation of territorial and economic systems due to the author’s focus on new large-scale investment projects.

Program for Reindustrialization of the Economy of Novosibirsk Oblast: Ideology and Main Directions for Its Implementation
The main purpose for the reindustrialization of Russia is to promote its national manufacturing sector so that it joins the group of highly developed industrial countries. It is crucial to mobilize regional growth points of the reindustrialization processes. Novosibirsk Oblast can become one of the top Russian regions leading the reindustrialization by implementing a special management program for that end. The article analyzes the ideology and main directions for the implementation of the Program for Reindustrialization of the Economy of Novosibirsk Oblast till 2020. It also reveals the region's potential for reindustrialization which is one of the strongest in Russia due to an efficient system of RAS institutes and a new system of development institutions (techno-parks, industrial areas, etc.). We come up with program elaboration principles and describe the mechanisms and institutional conditions for reindustrialization. By using eight megaprojects as an example, we show strategic initiatives that depict essential competitive scientific, innovation, engineering and production advantages of Novosibirsk Oblast and unique competencies in a number of directions for innovation. The Program for Reindustrialization of the Economy of Novosibirsk Oblast is a modern element of the regional strategic planning system.

Project approach to spatial planning applicable at the level of an administrative area
The paper proposes a new scheme of spatial planning applicable to an administrative area, i.e. by selecting a set of investment projects, each of them affecting the use of land. At present the spatial planning at the level of an administrative area is «bottom-up» since there is no a national system of spatial planning yet. The paper offers new rales for demographic forecasting under a project approach suggested, and discusses some criteria which local communities or local authorities may apply if they want to reject undesirable projects.
