The Baikal-Amur Regional and Transport Megaproject: Lessons from Exploitation
The article sums up the construction of the Baikal-Amur Mainline experience, analyzes the reasons why it was unfinished and why its exploitation is lossmaking. We show that the tunnels were not only essential for transportation, they were a large testing ground for new domestic and foreign mining operation practices, new technologies in drilling under permafrost and soil stabilization techniques. New construction technologies developed and tested at the BAM today help to masterfully build roads, tunnels and ports in extreme climatic conditions. Excessive turnover was due to mistakes made in the mainline construction project. As a result, today's villages along the BAM consist primarily of old and dil apldated houses. We draw a conclusion that state protectionist policy is required to effectively develop large-scale projects in the BAM area; the BAM will never be profitable if territories surrounding the railroad are not economically exploited. The paper demonstrated which circumstances are favorable for the BAM to specialize in handling heavy-tonnage trains and for the Trans-Siberian Railway to handle special-purpose trains

On Issues of Reforming Russian Railway Transport
The paper analyses trajectories of the OAO «Russian Railways» organization development within a two-dimension coordinate system; this allows us to understand the evolution of this corporation and future development perspectives. We consider what should be done to build such management for Russian public-access railways system which allows compromising the corporation's public and commercial objectives. We carry out a critical analysis of shifting a territorial-functional principle of the corporation management to a functional one as well as whether the corporation should be considered as a natural monopoly while there is only a part of it is of actual monopoly.

The State and Problems of Transportation Infrastructure in the Siberian Strategy
Having analyzed the course, problems, and prospects of the development in the Siberian transportation sector which we consider as one of the most important factor of the successful implementation of the Siberian Socio-Economic Development Strategy up to 2020, we can conclude that the infrastructure failed to meet the current requirements and prospects of future development of the region and country. Our proposals are to speed up the implementation of the infrastructural projects and change the approaches to their management and financing. We also present our assessment of the volumes of investments required for modernization of the Siberian Federal District infrastructure.

Building perspective cargo traffic in the North-East of Russia
The paper analyzes what development perspectives for productive forces of the North-East regions would make the deliveries of material resources and goods to these regions higher. The completion of the Amur-Yakutsk Mainline, as well as the projects on construction of a railway towards Magadan and development of a year-round highway network would completely transform a product distribution network connecting with the North-East regions. We present our assessment of feasibility of redistribution of the intra-regional cargo traffic, a pattern of the transport-logistic centers network and zones of their impact. We prove that import-export of material resources and goods can become more efficient should the cargo traffic if redistributed from the river transport to the Baikal-Amur Mainline, railway transport of Yakutia and Trans-Siberian Railway. The growing cargo traffic from the North-East regions will require the reconstruction of these strategic mainlines.

Russian railway system development strategy: South-East vector
The paper shows what the project connecting the Trans-Korean and Trans-Siberian railways contributes to the Russia-Republic of Korea cooperation aimed at the development of the Far East and Siberia natural resources. We identified the alternative variants of implementing the project as well as the advantages that the Republic of Korea would have in comparison with other potential parties of the project. We consider the project to be of high risk.
