ADDITIONAL PARAGRAPHS OF THE TRANSPORT STRATEGY OF RUSSIA
The article proposes to supplement the transport strategy of Russia with elements of the evidence base of some strategically important transport projects. An excursion into the history of Russia’s advance into Siberia at different stages of its development shows how important reliable transport communications are. As a tool for calculations, it is proposed to use the Optimization Intersectoral Interregional Model (OIMM) in conjunction with the PROgnosis of the System of Transport Industries of Russia (PROSTOR) model. The project of completing the new Vanino-Indiga latitudinal transport corridor is being discussed. The significance of this project is increasing significantly due to the geopolitical changes in Russia’s position on the Eurasian continent. This can be demonstrated using the OIMM’s multi-variant solutions with different hypotheses about the possibilities of entering global markets. At the same time, PROSTOR allows us to assess the range of changes in transport costs. It is important not only to advance towards the Arctic coast, but also to strengthen social control over the vast, resource-rich, but still sparsely populated territory of Siberia and the North-West of the Russian Federation.

Priorities of the Current Governmental Development Strategies for Arctic Regions
The paper analyses the strategic documents on the development of natural resources adopted by subarctic countries. This allows us to identify what coincidences and differences in the strategies, goals, priorities and trends can be observed in different countries. The paper considers the opportunity of applying partnership and cooperation to the Arctic development, and what institutions could be regarded as those of the most valuable for transnational regulation in the Arctic. We also present what positive and negative trends can be observed in the Arctic policy carried out by the Russian Federation.

Transportation Sector as a Sphere of Integrated Interests of the Russian Government and Corporations
The paper shows that there has always been a clear awareness of the military strategic and geopolitical importance of Russian arctic regions for the future of the country observed among the county administration. At present, it is of more importance due to a necessity of improving the technological infrastructure for our marine transport. The paper proves the author’s thesis that to realize both economic goals of the development of this region and strategic ones could be done through building a system of arctic aqua-territorial business complexes in the regions adjacent to the Northern Sea Route. The paper also offers the author’s approach to analyzing and proving feasibility of coordination of the national, regional, and corporate interests by changing parameters of the corporate structures of such complexes. A case-study is presented for the Taimyr-Yakutsk aqua-territorial business complex where different variants of the corporate structure of this complex are analyzed.

Northern and Arctic regions: what role they play in Russian development under new geo-economic conditions
The paper shows the growing contradictory tendencies which govern the world line-up and force cohesion in the XXI century. We present our assessment of the environmental, resource and transportation potential in Northern and Arctic regions; and we prove that Russian Northern and Arctic regions are of special interest to the country in ensuring the national economic, geo-politic, defensive and other interests. The energy resources and transportation potential in Northern and Arctic regions, as we believe, could be one of the tools advisable to modernize the national economy and ensure - through realizing an effective governmental socio-economic policy - the sustainable spatial development in Northern and Arctic regions
