Transportation Sector as a Sphere of Integrated Interests of the Russian Government and Corporations

The paper shows that there has always been a clear awareness of the military strategic and geopolitical importance of Russian arctic regions for the future of the country observed among the county administration. At present, it is of more importance due to a necessity of improving the technological infrastructure for our marine transport. The paper proves the author’s thesis that to realize both economic goals of the development of this region and strategic ones could be done through building a system of arctic aqua-territorial business complexes in the regions adjacent to the Northern Sea Route. The paper also offers the author’s approach to analyzing and proving feasibility of coordination of the national, regional, and corporate interests by changing parameters of the corporate structures of such complexes. A case-study is presented for the Taimyr-Yakutsk aqua-territorial business complex where different variants of the corporate structure of this complex are analyzed.

Strategic planning of intersectoral resource megaprojects: technologic-organizing aspects

The paper considers the characteristic features of intersectoral megapro-jects, the place which such projects play in a system of governmental strategic planning and management, and a necessity of administrative procedures to coordinate both strategic interests and investment policies of the government and business. We offer our methodological approach to building technologic-organizing schemes of strategic planning and management though applying tools of modeling. We also suggest the mechanisms to coordinate the investment decisions made by participants involved in megaprojects - such mechanisms include indicators which assess whether management schemes of implementation of investment program in such megaprojects are well balanced and effective.

Socio-economic potential of multiple patterns of life in rural areas (a case-study for the Belgorod Oblast)

The paper analyses factors of the agricultural development in the Belgorod Oblast and specific features of its local agricultural pattern. A special focus of the paper is the regional policy aimed at diversification of rural economy patterns, stimulation of modernization of large private corporations and making such corporations liable for social and ecologic obligations. The experience of the Belgorod Oblast has shown a special social mission of such diversified rural economy pattern where multiple forms and instruments of coordination of different interests could build a mutual liability for vital aspects of rural communities.

Strategic management of the regional oil-and-gas potential

The paper shows the special features which regional governing systems have due to an «oil-and-gas» orientation of their economies. We applied the modern approaches and algorithms of analysis and strategic decision-making, such as the simulation models and situation analysis, to study the key problems of regional development. As our analysis of the situation in the eastern region of Russia shows, to solve management tasks of the oil-and-gas potential of any territory, a modeling object should include several regions (or RF units). We offered some approaches to reaching a consensus between major operators.
