ASPECTS OF SOCIAL CAPACITY OF SPACE AND THEIR IMPACT ON POPULATION DYNAMICS IN ARCTIC REGIONS
The article considers aspects of social capacity of space in reproduction of human capital of the Arctic regions of Russia. The comparison of population assessments of the state of health care, education, culture and leisure, as well as working conditions and population growth rates in 32 municipalities of the European part of the Russian Arctic is carried out. The purpose of the study is to identify areas of priority transformations in these areas necessary to overcome depopulation trends at the municipal level. The factual basis is presented by the results of a survey of the population of 32 municipalities of the European part of the Russian Arctic (n=4871). The population growth rate is adopted as an indicator reflecting the resulting social conditions of human capital reproduction. A system analysis of the relationships between the parameters was implemented using the DEA analysis technique.
When constructing a model aimed at maximizing the population growth rate (output parameter), eight territories were identified in which the ratio of the parameters under consideration is optimal under the existing restrictions (Arkhangelsk Urban District, Usinsk Municipal District, Kostomuksha Municipal District, etc.). For the remaining territories, priority transformation areas have been established in the areas of healthcare, education, culture and leisure, as well as working conditions to mitigate or overcome depopulation trends. In the area of working conditions, a critically important area is promoting an increase in wages, as well as ensuring the sustainable functioning and favorable prospects of city-forming enterprises, promoting the diversification of the local economy. The practical significance of the study lies in determining the priorities for regulating socio-economic processes in Arctic municipalities to mitigate or overcome depopulation trends.

Russian Arctic Frontier: Paradoxes of Development
The article discusses contradictions and paradoxes of the development of the Russian polar territories consequent on the transformation of the Arctic from a global periphery to a global frontier. The first paradox is a strong contrast between the extremes of poverty and wealth, despite the fact that Russia dominates Arctic production in terms of GRP. Among other contradictions are the following: large-scale import of oil and lubricants into the Arctic with simultaneous export of energy resources; while proclaiming the need for new management strategies for the region, this priority is not reflected in the grant-making policies of major research foundations; although the Arctic is the largest resource region, there are little search efforts for innovation in environmental management and no textbooks on resource economics; Russia's Arctic zone in Asia is becoming a pioneer in onshore and offshore exploration, but it has almost no trained and equipped outposts in coastal towns to perform the needed functions. Lists of Arctic land territories in federal laws contain numerous discrepancies and inconsistencies. Around the world, the Arctic has become a testing ground for innovations in state and municipal management, environmental management on polycentric principles and ecosystem management, co-management and others. For this end, other countries actively involve implicit knowledge of indigenous peoples, as well as unformalized knowledge of old residents and local experts. On the contrary, Russia, which has the longest Arctic territory, invests the least effort. In the short term, the major concern associated with the development of the region will be to ensure that large and small entities of Arctic economy are socially embedded. It will push the authorities at various levels to work on the problem together with the local community, and require corporations to behave responsibly.

Managerial and Economic Mechanisms for Implementing the Russian Arctic Policy
The paper analyzes management risks Russia can face in implementing its arctic strategy, and the approaches to how coordinate national and regional priorities within this strategy. We prove a necessity to build an authorized body of the RF Government level whose mandate would be to coordinate the development and implementation of the development sub-programs and regional socio-economic strategies for Arctic area. We offer a project approach to administer the Arctic strategy.
