Diagnostics of regional finances
Diagnostics as a special type of analysis has its own objectives, tasks, procedures and objects of investigation, which, in particular, must include the state of public finances in a region and the system of their management. In this respect, a structure of tasks and sequence of procedures used to assess individual management actions is presented and its benefits are shown on the case of the Novosibirsk region.
Programming framework in the design and delivery of regional development
The new economic environment requires a deeper development of the programming framework in the regional policy to address challenges and concentrate resources on key directions. Managerial decisions if they are based on objective functions and effective use of economic instruments enable the researchers to focus on key problems of social and economic development and to create a market-friendly system of federal regulation. In doing so, the processes of development and delivery of earmarked programs are being changed and become more complicated.
Problems in the estimation of human health
Human development and the contribution of economy to the health of population are assessed using the human development index, man/hour of active life and integral indicator instead of classic social-economic indicators. With these indicators, the main components of health losses per million population were estimated. Estimation of health quality in a metropolis show that the gross regional product of the components of human consumption and human reproduction goes largely to human consumption.
Infrastructure of the regional food market: analysis and assessment
The author examines the level of infrastructural development in the regional food market and presents estimations of the changed dynamics. He demonstrates his method for analysis and assessment of the food market on the case of the Primorski krai.
Justification of managerial decisions on long-term social and economic development in oil and gas regions
The specificity of oil and gas regions presumes a special approach to their development. Managerial decisions must be supported by arguments of rational development of nature and by special methods and instruments justifying these decisions, while in the long-term decisions for such regions it is necessary to use also some general principles and standard and unified methods On the case of Khanty-Mansi and Yamalo-Nenets autonomous okrugs, systems of management of oil and gas regions based on home as well as foreign experience are demonstrated.
Integration of the national food market
Market integration is analyzed using the time series of the cost of 25 item basket of food staples for the 1994-2000 period across 11 economic regions of Russia. It is shown that 27% of regions are integrated in the national market and that there are 42% of integrated pairs of regions. The effects of factors impeding integration are assessed with a threshold model. Transaction costs of arbitration are found to vary from 15 to 25% of the cost of the basket. These results are compared with those obtained by use of the food component of consumer prices; a conclusion is made that this component does not make a good proxy for prices in the national food market.
Teenagers’ social setting and risk of initiation of drug use
The paper shows what teenagers’ relationships are risky for them to be taken in by drug use and what are protective. The study is based on the poll of 2818 learners of high schools in the city of Novosibirsk and the Novosibirsk region. The data were processed by a method of logistical regression analysis. Threatening factors include easy access to drugs, indulgent attitude toward drug consumption, participation in informal groups, conflicts with teachers, parents’ smoking and drinking, etc. The risks are higher for urban teenagers. The scientific novelty of the study is its viewpoint from the position of pressure imposed on learners by their social setting.
Competition strategies of television companies of the Siberian Federal District: the Porter model
The Porter model is tested for its applicability to the analysis of competition among television companies of the Siberian Federal District. The paper examines the results of the questionnaire survey of managers of television companies, model strategies of the television market, their contribution to the success of the companies and factors determining the choice of a particular strategic position.
Investment policy in the Khabarovsk krai
Economic liberalization in Russia is accompanied by a sharply decreased role of the state as investor. Capital inflow to a region is being more determined by competitive opportunities of the region. An important role in the increased investment attractiveness of a region, lower investment risks and formation of a favorable situation in the market of capitals is given to the regional level of state governance. On the case of the Khabarovsk krai it is shown that not only the region itself becomes a sizable investor but it also generates conditions for attraction of domestic and international investments.
Budgetary aspects in the activity of local governments (the case of the Novosibirsk region)
The paper shows the formation of the financial base of local governments and proposes procedures for the analysis of the structure of budgets, of their stability and efficiency of the sub-federal budgetary policy. The estimations are made on the case of the Novosibirsk region: its structure of local budgets, variance between budgetary indicators before and after allocations from the regional budget. The areas influencing the variance with account of allocations from a higher level budget have been identified and relationship between non-return transfers and obtained incomes analyzed. The marginal effect from increased taxes going to local budgets has beens estimated.
Bankruptcy of regional enterprises: social and economic consequences
The key negative and positive social, economic, financial or organizational consequences for the regional development from the application of bankruptcy procedures of enterprises are considered. The influence of the number of bankruptcies on wage arrears and unemployment in the region allowed the authors to elicit shortages in the functioning of the institution of bankruptcy in the Republic of Kazakhstan and to single out the rehabilitation procedure as the preferred one for both the regional and national economies.
Russian-Canadian program “Exchange of Experience in Northern Development”: objectives, tasks and first results
The paper considers the design and implementation of a Russian-Canadian program of exchange of experiences in northern policy. The program has been implemented in the Siberian Federal District since 2002. The major partners are the staff of the personal presidential envoy in the Siberian Federal District and administrations of Siberian regions, on the one hand, and the Ministry on Indian Affairs and Northern Development of Canada, on the other. Considered are main objectives and tasks of the program as well as the first results in the delivery of its projects and actions.
Transformation of the state northern policy
The paper examines changes that occurred in 1993-2003 in the state northern policy, in its objectives, tasks and mechanisms, for their being in line with the purposes of development of the corporative sector in the basic regional industries and with Russia’s geo-political goal of sustainable northern development. Shown are stages in the transformation of state regulation models and features of the present neo-liberal model of state northern policy.
