The development strategy for the Far East and Trans-Baikal areas out to 2010

The paper is a discourse upon the development strategy for the Far East and Trans-Baikal areas out to 2010 preceded by the analysis of the dynamics and problems of these areas in the period of reformation and, in particular, of the results of the presidential earmarked program for 1996-2000. In the strategy, the objectives, priorities and scenarios of the future development of the region are determined. The existing general economic possibilities are examined, and a system of specific shifts toward the implementation of the strategy proposed. Special attention is paid to projects associated with the region's fuel and energy complex, transport infrastructure, resource sector, foreign economic relations and social problems. The key statements of the strategy (proposals on the formation of mechanisms, system of measures, development projects etc.) are used in the new version of the federal earmarked program of the region's development for the period out to 2010.

The Chita region: the potential of economic development

The paper gives a brief analysis to the current state of the economy of the Chita region, and to the causes for its deep crisis spectacular even against the background of the overall Russian depression. With respect to the economic potential of the region and conditions for its exploitation, the key mineral resource projects are viewed from the perspective of the existence of real investors interested in the particular resource. The regional growth is increasingly more dependent on international ties, especially on the border relationships with North-Asian countries.

Transformation of federalism and regional policy at the turn of the centrury

The object of discussion are federal relations in Russia, their formation and evolution after the reformation of the institutional basis and changed political and social-economic situation in the country. The paper examines the processes of federal structure asymmetry, measures to address it and the program of fiscal federalism out to 2005. Steps are proposed to increase the efficiency of the regional policy and make it a part of the social-economic policy of the Federation. Examined is the problem of interregional integration as a factor in this process and the role of federal districts. As an instrument of regional policy that can suppress the conflict of interests, the idea of regional (interregional) corporations of development is developed.

The social-economic characteristics of the Irkutsk students

The paper considers the findings from a sociological survey of the students of the Irkutsk higher learning institutions conducted in the 2000-2001 academic year. The survey included items on the material standing of the students, their attitudes toward child-bearing, marriage etc.

The effect of direct foreign investments on Siberian foreign trade

The analysis of direct foreign investments for a number of years and their effect on Siberian foreign trade has shown that involved are mostly the regions with middle level of economic performance (the Novosibirsk region among them) and that the scales of these direct investments in Siberia are below the really existing potential. The distribution of direct foreign investments is done mostly in the interests of foreign investors, while the federal and regional governments are in fact not engaged, and methods of their regulation are not effective.

Econometric analysis of the degree of integration of the national market

The degree of integration of the national market is determined through the statistical analysis of the time series of prices of food and manufactured goods for the 1994-2001 period in 11 economic regions of Russia. In the sub-market of foods about 70% of economic regions are integrated, in the sub-market of manufactured goods such are 45% of regions. Estimated are the convergence rates of regions' prices to the national market equilibrium and to interregional equilibria as well as the integral effect of all factors impeding the consumer market integration.

Banking activity in the regions

The paper considers little-known features of regional disparities in the banking activity and information possibilities for correct analysis of spatial allocation of capital. It develops a methodical approach to getting comprehensive comparative estimates and to building a typology of Russian regions based on their level of banking activity. Clusters of regions with different potentials of banking activity are characterised.

Energy strategy the Russian: vested…interests of the resource territories

The paper examines problems of conciliating the objectives and interests between the main participants in the energy strategy process, that is between the Federation, resource regions and economic operators. The marketability of the hydrocarbon outputs set out in the energy strategy out to 2020 for the major gas extracting region of the country, that is for the Yamal-Nenets autonomous district has been estimated. The analysis of the results has shown that under continuation of the present tendencies and conditions of development in the oil and gas sector (in the system of taxation, price setting, funding the preparatory works on the reserves etc.) the rates of hydrocarbon output growth come into disagreement with social and economic interests of the YNAO. This, in turn, jeopardises the fulfilment of the energy strategy requirements aimed at the national energy security.

The role of mechanical engineering in the industrial policy of the Tomsk region

The mechanical engineering as an industry is one that was the most hit by the economic crisis. Its enterprises located in Siberia are financially worse even in comparison with similar enterprises in the European part of the country. The analysis of its trends in the Tomsk region and its increased significance in the industrial policy exercised by the regional administration has been made on the basis of standard statistics with additional information on outputs of individual enterprises. Suggested are a number of steps that can positively affect further development of this sector as the basic component of the region's industry.
