Investment legislation: federal and regional aspects

Legal regulation which is an important factor for investment activity on a territory greatly varies across the regions. The paper considers features and directions in regions’ investment policy reflected on their law acts pertaining to investments. A new model scheme for such acts is proposed and within its framework the goals and tasks, principles and mechanisms of investment development are discussed

Environmental policy in coal mining regions of Siberia and the Far East

The object of discussion is the environment protective policy in coal mining areas of Siberia and the Far East. The principles and key directions of this policy are economic incentives and organizational administrative mechanisms of rational management of nature. Basic models for evaluation of validity of economic decisions

Various macroeconomic models (Markov models, interregional input-output models, dynamic interval-based macroeconomic models) and methods of processing statistical information are examined for an opportunity to use them in evaluation of validity parameters of region’s economic decisions. Competitive opportunities of regions

It is suggested that the competitiveness of the regions be assessed by the following parameters of their economic behavior: labor costs and their dynamics, the intensity of capital renewals, investment market conditions, and innovation mobility. The authors reason that correction of economic behavior of economic entities must be focused on formation of competitive advantages of a business. The authors assert that in a market economy, demography of a business is an indicator of the region’s competitiveness. It is suggested that the integration agreements be regarded as a promising way of competitive coexistence

Evaluation of the efficiency of taxation authorities’ activity

The paper analyzes the levying and collecting activity of taxation authorities, its absolute and relative efficiency, and various approaches to its evaluation. An indicator of actual efficiency which is the difference between due revenues and real payments has been developed. Using international experience and data from his own sampling tax audit of enterprises and entrepreneurs carried out in the Irkutsk region, the author proposes a procedure for evaluation of this difference

Region’s priorities in the management of its mineral sector

The paper presents a methodical approach to regional priorities in the management and development of the Yamalo-Nenets mineral sector aimed to ensure the long-run sustainable improvement in the quality of life to the residents of the area. It is based on a set of dynamic simulation models of mineral resource strategy and budgetary spending policy of the local administration. Forecast estimations of life quality time series are made with respect to large hydrocarbon investment projects, their timing, schedule, efficiency, and prices of oil and gas in the world markets. The world prices of oil and gas are discussed and their influence on regional priorities, project schedule times and progress in the quality of life shown

Human potential and demographic processes in Siberia

The expected lifetime, state of health and death rate are crucial components of reproduction and formation of human potential. It is shown that since 1993 Siberia has suffered a fall of birth rate and entered a zone of negative natural increase, 30-40% below-replacement reproduction. A clear trend to decline of population size is traced by the authors over all regions of the Siberian Federal District. This demographic situation will lead to a quicker ageing of population and to low proportion of children in it. In the result, the average age in Siberia will rise 2.5 years in a decade. Its demographic potential will be unable to meet the labor requirements of the growing economy, and the additional demand will have to be met only by attracted foreign labor

Social-economic aspects of concessions

Concessions are part of economic liberalization and a vital form of partial privatization in sectors and productions that for social-economic, strategic or other reasons cannot be privatized. Concessions are used in over 100 countries of the world. As is shown in the paper, institutionally Russia is weakly prepared for concessions. It has no analytical concept of how to transform the objects of state ownership into concessions and how to control them. In order to benefit by this instrument of economic management which today is new in Russia, joint efforts of legislators, academics and economic managers are needed

Problems of formation of financial and investment resources of small towns in the Novosibirsk region

The object of discussion are efficiency problems in government of small towns considered on the case of the Novosibirsk region. The analysis of the social-economic situation of small towns revealed a large variation in their level of development and a high dependence of their budgets on subsidies from the regional budget. Because of low investment attractiveness of small towns, the regional administration will have to work out a mechanism of their investment support. The authors suggest an approach to such a mechanism and argue for a specific strategy in the development of small towns
